- I think it's a matter of interpretation

I was more responding to what was a follow-up comment, went something like, "So in reality, only a third are seeing the kind of savings they expected." I did read the other part. The thing is, part of economics is expectations. If some are saving, but not as much as they expected, then some will still probably say it wasn't worth it, in the long run, due to other factors.
Plus, not all IT work being done in India was the result of what's categorized as "offshoring" or "outsourcing", which has had different interpretations. For example, I believe it was said in this article, that companies who have hired contractors, but then shift the contracting work from the U.S. to overseas, don't get counted as outsourcing jobs.
