Again, slight correction
According to the economic data, the recession did not begin in 1999. Jobs were generally increasing as well until April, 2001. The recession began in March, 2001, according to economists, when negative GDP growth started, and lasted until about November, 2001, after which positive GDP growth, however slight, started up again.

Perhaps what you are referring to was the decline in the stock market. The stock market began its downward trend in 1999, as I recall.
