It is not that bad
I have read on "The Register" that not everything is that bright in outsourcing.

Sadly, I can not find the article, but they were saying that most of $1 Billion projects broadly advertised are not moving as expected.

This is about know-how: yes, you could move (sometime) calling center to India. But, for example, moving development of the avionics software is taugh since you should teach them a lot... And they should communicate with engineers here... And job had to be done yesterday... And time is money.
