The problems with project management and the retirement of the current staff are going to be significant, no question.

The solution: outsource all of IT.

IBM is an example of how offshoring will be used. Do you think they don't expect to be in India for the long haul? They have their own employees there and management is gaining experience.

IT will be primarily a service companies can buy, and the service providers will be wherever they can get the work completed cheapest.
In-house staff will be limited to co-ordinators and people able to provide quick programs with macros and all the other tools Microsoft will be supplying for such work.
