This is a fine example of reading only what you want.

You have correctly read that 50% of companies "don't know how to manage IT downstairs,".

But you conviniently left out that only 2% lost money on offshoring. The guy says "About a third of them say that it's too early to tell, about a third of them say that they have hit the savings that they expected. Twenty percent see savings, but not what they expected. Two percent see no savings at all"

Filtering out what doesn't fit your beliefs does not help.
