Its called runas, and functions very similari to the SU command within *nix. I'm a windows and linux admin, and share some of the frustration of having to have admin priviledges to get anything really done in the way of administration, but the solution that I have found is to just log in with an account with reduced privledges, and create shortcuts to the programs I need to access, and have the shortcut execute the program in the context of a different account (i.e. administrator) and it will just prompt you for that accounts password everytime you run it. You can also run anything from a command line in the context of another account. The tools are there, most admins just don't take advantage of them.
