Two types of webmaster
'Cellphonecarriers Webmaster Mardorf said a search on the term "3G cell phone" recently yielded nine sponsored ads, but only one directly promoting third-generation cell phones.'

There are 2 types of Webmaster:

Type 1 - the web site sell something, the adverts are intended to be an *adjunct* to that sale. For example a site selling "car hire holland" might want ads about "hotels holland" and "tourism holland".

Type 2 - the web is just catch site to drive traffic for adverts and affiliate linking.
Here a page of reviews on "3G Phones", needs adverts that sell "3G phones". Anything other than that is pointless.

So Google could maybe fix this by letting the Websense customers specify whether they want to accept focussed ads (type2), or diffuse ads broad match ads (for type 1) or both.

The complaints from adwords advertisers is just whining. If broadmatch doesn't work for them and they're not showing up, then they can use thousands of the more targetting matches instead or aswell.
