You have some interesting points there!
There is a crisis, not only in the lack of people going through the training required for medical trades (nursing, doctors, surgeons) and electricians but other skilled labor. Each of these skills takes years to master or become proficient at, though people are not going after these areas for some reason. Baby boomers and the rest of the aging population (because we are all living longer lives, and this really is more than just in the US where the problem exists) are going to need these services, also. The problem is getting young people to pursue these areas of training.

The tech problem may or may not be more complicated. The jobs that are farmed out used to be things that were fairly low skill (answering phones/tech support, telemarketing etc.) but now there are a number of high skill jobs being sent to places like Asian countries, India, Russian and Eastern Europe. High speed telecommunications lines and satellite links help in reducing the need for staff to be in the same city, much less the same continent (for example Microsoft, IBM and Sun Microsystems have offices and developers in places like India and Russia, as the skills are there and the costs are lower). This is something that people in places like the US, Germany and France are having to deal with.

There is also the problem that many jobs are becoming more automated and efficient, thus requiring less staff to perform said tasks. In farming and agriculture, many jobs have been lost not only to foreign competition for product but also due to efficiencies in harvesting and growing. There was a Senate in the US about a year back about this problem (a bunch of people from agriculture businesses with Masters degrees and a tech worker of 2 with either a Masters or better).

What this means is that both high skill and low skill jobs will become harder to get!
