Completely dishonest premise
I couldn't agree more.

Talk to me about a "brain drain" when qualified American engineers, scientists, programmers, etc. can find work in their chosen fields. Of course if that happened, the problem would solve itself. Why go through the time, effort, and expense of a technical degree even at the bachelors level when the career prospects are the same as those for the average actor ?

Ron Hira got it right. This is just a ploy to take the issue of outsourcing off the table. It's also an attempt to jam more H-1B visas down our throats. I doubt that industry would be that enthusiastic about the visa if it didn't give the employer the powers of a feudal lord. Take away the employer control over the visa status and the path to a green card and the "brain drain" would magically disappear.
