I believe not.
I remember reading the initial license agreements from IBM over MCA, from when I consulted at a card manufacturer. There was a per-board charge for using the patents. If memory serves those document crossed my purview about six months before the announcement of the first PSxx systems. For that firm the decision was to wait: easier and cheaper to produce for EISA than license the MCA. My memory of the public announcements also jibes with yours: IBM had always said they would license the MCA technology and tried to do so from the start.

Granted, I'm with Perens on this one. I'd be much more comfortable if IBM put their intentions in writing. And yes, I heartily agree with the "Duh".
