If you are asking about SMS text messaging...
The original ASCII was only 7-bit, the first 127 characters. Enhances ASCII is 8-bit (0..255) was done by Microsoft. Text messaging, if that is what you are asking about, also known as SMS, currently does Unicode (UCS_16) and includes most ?foreign? characters. Some phones may not support this feature, but most modern ones should.

Sending SMS using Unicode has certain constraints, such as the message length that is shorter than with 7-bit (160 text) or 8-bit (binary, EMS, Logos etc). The character limitation for a Unicode message is 69.

This is a subset of what is offered in WAP (http://www.openmobilealliance.org).
