it simply means they have dropped anchor and are assessing thier next move based on the outcome of the case(s) pending. From there they can adapt thier strategy without inflicting more pain than really needed.

One thing I will say about the Germans is they are a very efficient group of people. All they are doing is waiting so they can proceed appropriatly. Wouldn't you?
