According to the article, IBM is providing only some Lotus software:
IBM is offering the PCs based on the open-source Linux operating system together with Red Hat software distributor VDEL of Austria and Polish distributor and services firm LX Polska in response to requests from Russian IT chiefs.
The PCs will include IBM's Lotus Symphony software...
IBM, which has sold its PC business to China's Lenovo, said the hardware would be made by partners of VDEL and LX Polska.
IBM said the Linux PC line it will offer with VDEL and LX Polska, called Open Referent, will cut desktop computing costs for buyers by up to half.
An IBM representative declined to give any sales forecasts on behalf of its partners.

Why is IBM making the announcement and claiming this effort as its own? And why would "Russian IT chiefs" come to IBM for hardware and the Linux operating system?
Is it possible that IBM will be providing (expensive) services for these (benighted) chiefs?
