The cities that went linux, assuming there are any, will soon go back to Windows when they learn how reliable it was and how they don't run into compatibility issues when everyone is using it.

Desktops=Windows or OS X. Sorry, linux just isn't suitable for this task.
Servers=Windows or a real Unix. Again, linux is not suitable for this task.
