It's called metadata
Without a resource fork, how does OS X know a PDF is a PDF unless they name the file properly?

Simple: file metadata has a separate field for file type, separate from the name of the file. Aside from people who believe that Bill Gates came down from Mount St. Helens carrying the 8.3 Commandments, "everyone" has known for a long time that filesystems can carry a lot of metadata besides the file name.

The fact that Microsoft economized on file metadata by collapsing file type into file name doesn't make it a law of nature.
