No, it is not 'hosted' or maybe it is....
Hosted, at the moment for MS, means that the software runs server side with the client getting the piccies and sending back the keyboard/mouse clicks.

With streaming the software runs full on on the client side. However, ideally, you only get what you need to do delivered to you as and when you need it.

Depending on which streaming product Fasthost is using then, ultimately, it might push the whole application down the pipe in background so you do end up with the whole product on your computer.

Using something else you only really get what you want/need.

However what you get delivered to you is subject to some extra stuff that maintains control of your 'rights' to what you can do with it. A simple one is you are not going to be able to copy what is delivered onto your hard one and give it to your mates to use.

....check out the average EULA from MS. In case you missed something you do not own it... ignoring that one.

Is it hosted?

If someone else has control over what you get then yes it is.

The fact you have it 'installed' on computer just means your computer became an extension of the host.

The 'advantage' is that, if the person who is controlling it does it right, then you don't have to be bothered about updates, upgrades and bug fixes. It all happens automagically.

That means something like you don't have to get 'new' disks or download the latest whatever and go through the pain of reinstalling things.

Dare I mention there is some concept of virtualization included?

Depending on your IQ level and the IQ level of the provider that might be good or it might be bad.

If you do have an IQ you might like to try it yourself and then poke about to see what might really be happening. If you don't then you can play anyway.
