You can say all of that but if it's simply more cost effective to rent it -- why not. Face it, businesses like to think they'll be around forever...but it's always an unsure thing. Why spend gobs of money that you don't have to?

The luxury of owning a piece of software comes at a price. Think support and upgrades. If the software you're talking about doesn't require upgrades or support -- then it's probably not going to be offered as a web service in the first place.

So if it's all just a money issue...why not take the cheaper route?

I will address your concern on security. That is a legitimate concern, but I don't know what reputable web service company would dare commit suicide by playing around with a client's private data. If they're in the business to serve your needs on a daily basis, then it doesn't make logical sense that they would mess around with the relationship. They want to keep you subscribed, not piss you off. Truly, they'll want very badly to give you whatever assurances you need so that you DO feel secure doing business with them.

And no, ACT isn't going to be a web service. That's a contact manager. It might be part of a larger web service but just that alone? Nah.
