Technically VoIP is Voice over IP
But when someone sells you a VoIP service it is usually provided in a package that supports phone numbers and phones (or something that looks and acts like a phone). The actual mechanics of VoIP and AOL (Yahoo, MSN etc) are generally the same (protocols such as H323 and SIP) so it could be argued that AOL and the rest of the chatting software falls into the same category and as such could be taxed. However, it is free so if you paid nothing for it they can't slap a tax percentage on it, they would need to charge you a flat rate.
