If you mean...
...suckers that are willing to buy into Software Assurance to guarantee free upgrades during the term of their contract, yes. Those are the long term licenses they were referring to and they're only getting a 20-30% renewal rate on those if I remember correctly from a recent article. Which is actually better then they expected, so go figure.
