Standardization is the watch-word.
A great many organizations are not disciplined enough or have the time for standardization of IT technologies. Standardization of hardware and software solutions is critical, probably more so than pointed out in the article. With the growing mass of technology and software options available today, I'd suggest the role of CTA (Chief Technical Architect) to fill the gap between CIO and CTO. The CTA would be the person responsible for selecting, architecting, and evangalizing 'standardized' solutions for the overall enterprise.
