Tiered pricing is a bad mistake.
Tiered pricing sounds good in therory but plays out against those using it over the long term. It's the old Chicken / Egg problem.

Broadband is still to slow to support great content delivery so the content is limited. Content is limited so there isn't a compelling reason to pay for faster connection speeds.

By keeping users at somthing slightly better than a dial up, the ISPs are hurting themselves. Considering the "push" to get people to leave dial up for broadband, it doesn't make sense to create the same problem a couple of years down the road.

Some people never learn. sigh
