Rising use of P2P distribution
A recent news story reported that a rapidly-rising use of P2P networks is distribution of Government documents. It seems that the Government has made getting these things hard enough (think the 9/11 Commission report and slow servers, FOIA requests) that P2P distribution is becoming the preferred mode for getting them to the public.

One is left to wonder whether the INDUCE Act would deal with that little phenomenon.
