Courts have ruled in the past with Ozzy Osbourne and Judas Priest that the musicians cannot be held liable for a person's state of mind when listening to their music. This law as written WILL make the musicians liable as the CD or tape is an instrument capable of conveying the "influence."

Those are the scary inplications of "secondary liability." Protection doesn't come into it except as a means to an end and to a bigger bank account for those who are pushing the bill.
