XP doesn't cause the phishing problem. The phishing scams are perpetrated by fraudulant crooks. The problem is that security problems allow such crooks to easily mass mail SPAM messages to users to get their user ID and passwords from legitimate sites.

Phishing is a socially engineered fraud that spreads because people are lazy and the sendors knows that all he needs is a few gullible people who would rather "click here" to go to a supposed site rather than type in an address or go through a "trusted" bookmark.
