Don't think so, Expensing options is driven by the shareholders, FASB has pushed for expensing for over a decade now.
This URL is Intel's shareholders asking Intel to expense options (Intel said no):

Doesn't fit with stuff like the above - why are shareholders asking companies to expense?
There's been turf attempts and a lot of lobbying money and marches by company employees.
