Patent licenses almost always show bias
Usually companies license their patents at different rates/conditions to licensees. Sometimes it's a "patent trade" agreement where they license a patenet in exchange for a license to the other company's patent. Sometimes it's just licensed inexpensively to build a better relationship with the other company.

It would be perfectly legal for Eolas to offer a royalty free license for their patent to all open source browsers. (In fact, IBM already does this for its RCU patents that are implemented in Linux. Sun also does this with their Java-related IP so that groups like Apache and JBoss can implement their own JVM's and J2EE App Servers.)
