Did you read the Becta report?
Because I suggest you do before continuing to spread incorrect interpretations of their report.

In regard to the schools licencing agreement, their concern is that the licencing is only for all computers capable of running Windows (not Vista) and therefore taxes any computers running alternative operating systems. In what weird universe do you live in that you think that is fair? And enough schools have an issue with this licencing model that a complaint has already gone to the UK Office of Fair Trading. Schools that do not have an issue with it are probably failing their students and their community by not teaching them about alternatives.

In regard to ODF vs OOXML? There are some companies out there for whom OOXML is the best option (without a specific profit motive grounded in their MS Partner relationship wink ). But only in the short term. The maturation of the market demands standards that are jointly driven by multiple vendors and users, and with real wide support from applications. OOXML is essentially a poor XML attempt to "draw" the binary formats; but ASCII art was never going to reproduce a photograph in real detail.

And Becta? They express concern in the report you have not read regarding the use of a one application format and are part of the pressure on Microsoft to support ODF instead.
