You're not entirely correct. In fact, not even close.
While most companies have 2000 or newer...the rub is that the document can be (and has been) blocked if it was CREATED in an earlier version. I've run into documents that have been edited recently (OffXP being the 'oldest' Office version), which would not open in 2003 after the SP3 update.

So, it's NOT a matter of backpeddling 11 years; it's a matter of stupidly blocking perfectly fine documents in the first place and not including a conversion tool to make said formats acceptable and--ahem--safer.

The best part? I haven't read the current fix, but the first time I ran into it, MS's fixes were: a) hack the registry to within an inch of it's life; or, b) open it on a computer that hasn't had the 'update' applied. How's THAT for customer service?

Myself, any documents I need to archive or share are saved as PDF's using PDF Creator--it's free and works like a charm.
