They should have released each part of it when it was ready, tested and certified.

They've lost the operating system in the morass that is windows. If they roll out a capability then start to change something else, they don't know that they haven't affected the piece that's already been deployed.

The profession learned the basic rules of software engineering decades ago. Only a monopolist is exempt from the principles that govern the marketplace. In the past the customer could do nothing but suffer. In the future he can vote with his wallet.
