I think they realized that the RIGHT way to go is to run windows on UNIX and get done with it already.

It maybe that they want to provide a TRUE POSIX subsystem to satisfy the goverment specs for reliable and portable systems. Actually if they manage to puul this off, they would get 10,000s of apps that are written for POSIX systems.
