educating users about the grave dangers of doing this."

Yes but the problem extends to third party software that
expects Admin privileges to run. Too many MCSD/ADs
continue the tradition set by their overlord and have a poor
understanding of software development and security
implications.

Try MYOB or even Norton Anti-virus as a restricted user!
MYOB stores a write-able .ini file in the system directory
(amazing), Norton requires power user to install anti-virus
definition updates (you know your in trouble when a
security product require elevated privileges). If windows
developers weren't so poor you wouldn't have a "Power
users" group anyway.

Not really a problem because the GUI layer doesn't enforce
any security at all so it is trivial to elevate your privileges
under windows regardless of the restrictions placed.
