This looks to be more comparable to XBox than IE
The video console market is similar to what they do in their OS market in that they use that OS, but since the OS is invisible to the user the fact that it is a monopoly does not help them gain marketshare. They have to compete on quality of the console itself, plus quality and quantity of games.

Whereas having the OS monopoly did indeed aid their quest in making a web browser monopoly as well. By bundling the two together, that meant there was no reason to purchase a competitor's product. That enabled MS to gain that marketshare, not only lining their pockets but allowing them to create their own defacto standards to their own future benefit (like .NET and ActiveX, which require IE).

A video codec for TVs resemble the XBox situation more because an OS on a TV should, like a video game console's OS, be invisible to the user. However, if for instance they introduce networking capabilities to that TV's OS, but make it so that said networking features only communicate with Windows boxen, then we have a classic case of leveraging. If on the other hand they make the networking features available to other OSes, but only provide the software for Windows, as long as they don't stand in the way of other developers making their own software for their OS of choice (that includes threatening them with patent lawsuits), they should be fine.
