On your other point, why not a general contractor and subcontractors, a sort of network arrangement? Works for houses; why not software?

That's what general contractors are for. This Old House on TV is an example of how a general contractor can bring in competent people.

Wouldn't a small business owner be pleased to know that all the problems are yours as the general contractor for IT. You would have a budget to work within, and have to obtain authorization to exceed. If you failed too often or too thoroughly, you'd lose the job.

Remember, this is exactly what a big services company like IBM is doing. That's why I'm thinking Microsft is trying to make service consortia out of its partner network.
