Seems like you're making two points.
First, any specialty is likely to change quickly, and may even be made moot by software advances.
Second, if a company must hire a number of specialists instead of a single generalist, then there will be complications and conflicts.

Security is so much an issue that a specialist will be needed to be sure that the right software is installed and is working. And why should security software stabilize? As long as software changes, there'll be a need for a specialist.

On your other point, why not a general contractor and subcontractors, a sort of network arrangement? Works for houses; why not software? Customer contact is a specialty in itself.
