I doubt it.
Unfortunately for the CRIA, they got what they wanted years ago with the tarriff. Since they said that people would use the blank media to infringe copyright, the labels would be willing to accept payment from the tarriff in lieu of pursuing copyright infringement lawsuits. The downside of that is that technology has advanced, and now the established method of compensation is biting the labels in their backsides.

Essentially, the labels have already agreed that copying/sharing is legal, as long as they get their tarriff on blank media. Now they are whining because people are able to share and copy without having to ever have access to the music in its original CD format, they just grab it from p2p networks.
