Nope, IE
Firefox doesn't have anything useful for me. And I know IE by now.

My guess is that somewhere in the registry there's a record that the Microsoft JVM has been removed, and there is no Java. When I accept the download I get rid of the blockage.
I haven't wanted to take the time to check it out because I rarely encounter Java at home anyway.
