Quality is in the eye of the consumer, not a back room tech geek. Some people measure "quality" as easy to use, some see "quality" in being compatible with the rest of the world, some see "quality" in having the widest choice of applications, some see "quality" in real time colaboration, some see "quality" in DRM of their data, hmmm, the list seems to get pretty long huh?

Correct, the government has no business designing software. Now be a big boy, review all the options, make a choice, and STOP WHINING that others don't go along with you.
