Choice of targets.
As I recall the only two cities to ever be nuked were chosen since they were the two of the largest manufacturing centers of Nipon war hardware.
If the US was simply out to kill civilians, cause terror and panic, then Tokyo would have been the primary target.
This is NOT an attempt to justify the use of nuclear weapons by the US.
I just wanted to be sure that less mature readers get a more than a more complete understanding of the issue.
