I never quoted anything. Please take further note of the extensibility of punctuating in a language. Placing quotes around words is just one of its applications. I could also place quotes around words without directly referencing what came from your mouth (or typing fingers) when I might want to rephrase what you were obviously implying. So I might say that someone was "sober" without needing to hear those words from that person's mouth.

Actually, you were implying that you were dumbfounded why the public wan't more bent on this latest needless "stack" was required from M$. And the answer is obviously that most businesses have other plans..plans which don't include the bottom line of the monopolist Microsoft.
