Yes, you hit the nail on the head here. Even $36 is too much for China.
They would still pirate it, so why bother. And, Microsoft really does want them to pirate it to make sure that all are adicted and do not learn anything about Linux. If Microsoft could somehow make in imposssible to pirate Windows and Office it would have a big negative effect, since almost everybody in China would switch to Linux. Actually, Microsoft goes out of it's way to make it easy to pirate Windows and Office. This is a very important part of their strategy
