Poor people don't create companies
Enterprise Analyst would have a point if he meant that businesses have to find capital to grow and prosper. In some cases, it's possible for a poor man to create a saleable product. But, after that, money is needed.
(Though after looking at his response to your product, maybe I'm ovrestimating.)

Where this is important more generally is that companies like Microsoft come in with their resources when they see a market, and start up whole industries because governments of poor countries insist on local investment.
Then smaller local firms can grow around the foreigners, hiring people and bringing money into the country.

Though this costs some jobs in the large company's home country, I think it's justifiable.

I'm wondering when poor countries will realize that when they encourage open source they're discouraging paid exports, which is where the real money is in an industry.
