Wrong again! The best one DOES NOT WIN, the least expensive does. Which is why the federal government ends up spending 4 times as much to fix the cheap crap they bought in the first place.

Hell yes it is if the company wants to get the contract, which will lead to other sales of other items plus support contracts. You obviously (as always) have no clue about what you write!
