Mostly because of Microsoft's bad VM
Java's performace depends highly on the VM it's running on. Sun's JVM runs much better than Microsoft's. Most reports of Java being slow come from those still using Microsoft's JVM.

And there's more to a language than speed - I find Java's object oriented approach and its libraries to be much better than other languages.
