Those apply to any program in any language.
I think the biggest perception of latency in Java comes from Swing. And it is a valid perception. Swing is slow and it needs to be worked on big time. It is in small part an extension of awt and the rest is written completely in Java.

It doesn't matter what language you use, putting another thick layer on top of the graphics libraries will incure some speed loss. Sun needs to work on it and shave that layer thin enough to make the speed difference insignificant. Or atleast show some dignity and accept/learn from IBM's SWT implementation.

Swing is one of the reasons why I think Sun is lazy and should lose some power in managing Java. They made a great product, but suck at managing, maintaining, and developing it. Currently they are more interested in falsely bashing IBM for going independent with SWT and not sticking with the Java group.
