Even felons have some rights returned

In a number of US States, felons can get back their right to vote, for instance.

This is a civil case involving a company. If management changes and even the name of the company, if the old company is dissolved and reconstituted, why would you be determined that the past continue into the future?
In this kind of civil case, it's possible the offender had no idea that a violation was occurring. There's a lot of discretion given to regulators under the most reasonable of circumstances.

So let's not be too unbendingly vengeful.
