Yes, general requirements are made which are different in different areas of the world.
However, Microsoft is arguing that Monti's decree is equivalent to setting one rule for cars manufactured by GM, another for cars by Ford, and another still for Daimler Chrysler.

The regulatory action is specific to Microsoft and makes definite requirements. The example you included was applicable to all companies, and the challenge presented by the rules could be solved in a manner selected by each company.


You, too, decided to redesign Windows when you wrote:
Things like I.E., WMP, MSM, Outlook, etc., should be removable by the end user.

They would be if you designed Windows.
Let's say you're a regulator, though. Would you order Windows redesigned to make that happen?

That action by a regulator goes too far, in my opinion.
