Product design
Many countries have set limits on product design. I know many
here hate it, but look at the Transportation industry. Cars
(Trucks, Motorcycles, etc.) sold in the EU and USA are different.
Even Motorcycle helmets have design limits on them, in the U.S..
They have different standards applied to them. I believe that cars
Sold in Canada are also different (anyone from Canada, feel free
to add to this).

So yes countries have the ability to make demands on vendors.
Why should the software industry be any different? If BMW has to
pass American D.O.T. regulations (U.S. control over a German
design). The EU does the same, on American cars sold in the EU.
So if it's ok for a "Critical" (lives at stake here) industry, then why
not for a less than "Critical" industry? Let's face it BWM and Ford
(as well as the rest of the auto makers) ship vehicles world wide.
They have to make regional specific changes to them.

Why can't MS do the same? Must go back to Microsoft's slogan:

One world
One OS
One software vendor

If it was designed properly, this would not be an issue. Things
like I.E., WMP, MSM, Outlook, etc., should be removable by the
end user. Other Oses can do this. Apple allows the removal of
QuickTime? player, Mail, iTunes?, iDVD?, iPhoto?, DVD player,
Safari, etc. They want the end users to use them. So they work
hard to make them "best in class" applications. iTunes is a very
popular program, along with the iTMS (95+ million songs sold).
End users choose to keep it on their systems. Heck, there are
even windows users that love it. Note, Apple Computer? Inc.
doesn't make the applications unremovable. Microsoft on the
other hand does. Which is a better OS design?
Apple/Linux = modular, unwanted parts removable
Microsoft = one big lump of code, you're stuck with what they
give you.
