Hit Gates with such a fine already, that will change MS's behaviour!
In Philadelphia the Justice Department charged SGL Carbon Aktiengesellschaft (of Germany) with violating the Sherman Act. In addition to the $135 million fine against the corporation, the CEO agreed to pay a personal $10 million fine -- the largest antitrust fine against an individual.

Maybe if the US hit Gates with a $10,000,000,000 personal fine then Bush would have been able to fund "No Child Left Behind" rather than impose a huge new tax on the public for a nebulous program which satisfies only the lobbiests while forcing local schools to cut the good things they were doing to meet the requirements of a federal unfunded mandate!
