I've said all along
The fine is nothing. Microsoft would be more than happy to pay twice that if it would put the whole business behind them. What Microsoft really objects to is the WMP un-tying requirement; that ruling has much longer-term implications for Microsoft and its desire to design Windows however it wants. Money is unimportant.

My guess is, this payment is an attempt to compromise with the EC, which Microsoft wanted to do all along. Particularly if it looks like some things may go Microsoft's way in the European courts, Microsoft will say, "Here's the money. Drop the WMP requirement, and we'll call it square."
