Impeachment must be voted by the House. As you'll recall, the House is held by the Republicans. Ergo, Clinton was impeached for lying about sex whil Dubya is safe from impeachment although he lied about the reasons he went to war, leading to the loss of the lives of more than a thousand "Coalition" troops and tens of thousands of Iraqis.
